This webinar, presented by Victor Hernandez of NRCS California, explores the vital role of parity data in supporting strategic outreach and advancing civil rights compliance in USDA conservation programs. Participants will learn how parity data is sourced from key databases—including the Agricultural Census, MIDAS, and ProTracts—and compiled into the Programs Result System (PRS) to inform local and state-level planning. The session breaks down how parity baselines and benchmarks are established and used to identify gaps in service among historically underserved groups, such as Black, Hispanic, and Southeast Asian farmers. Through detailed case studies, Victor illustrates how data-driven outreach strategies—such as the Black Farmer and Urban Farmer Conference, the Latino Farmer Conference, and media partnerships like HmongUSA TV—have significantly increased participation in conservation programs. The webinar also discusses the historical context behind equity in USDA programming, referencing landmark civil rights settlements like Pigford and Keepseagle that have shaped the agency’s current approach.
